In September, we reported on new regulations for e-bikes introduced under the revised “Safety Technical Specification for Electric Bicycles” (GB 17761-2024). These standards took effect for manufacturers of e-bikes and electric scooters on September 1 of this year, and will apply to sellers from December 1.
This indicates that starting December 1, e-bikes produced or imported by August 31, 2025, that do not comply with the latest safety technical specifications cannot be sold, even if they adhere to earlier versions of the standards. E-bikes carrying a valid CCC logo associated with the previous standards will also be prohibited from sale starting December 1, and all CCC certificates issued under the older standards will be revoked.
Currently, the implementation of these new standards does not have a direct impact on consumers. If you own a non-compliant e-bike that was manufactured and registered before September 1, 2025, or if you purchased and registered one before December 1, 2025, you are not required to stop using it or remove it from the roads.
However, if you have a non-compliant e-bike that hasn’t been registered and you fail to register it before December 1, you won’t be able to register it, obtain a license plate, or operate it on public roads. Additionally, if you purchase a non-compliant e-bike after December 1, you will also be unable to register it or secure a license plate, thereby preventing its operation on the roads.
Considering this, owners of registered non-compliant e-bikes are highly encouraged to inspect their vehicles for any safety concerns, especially regarding battery and electrical issues. Unauthorized private modifications to e-bikes are strongly discouraged, and it is recommended to replace non-standard batteries to minimize the risk of fire and other hazards.
Members of the public who notice businesses selling non-compliant or illegitimate e-bikes after December 1 are urged to report such activities to the 12315 hotline.
To verify the compliance of a specific e-bike (whether it is a prior purchase or a potential future one), ensure it has a legitimate CCC logo affixed and that the certification aligns with the most recent standards (GB 17761-2024). The product certificate information should match the details for that vehicle exclusively.
To confirm the authenticity of the product certificate and the validity of the CCC certification, you can scan the QR code on the product certificate or visit the National Certification and Accreditation Information Public Service Platform (cx.cnca.cn) available on the State Administration for Market Regulation website.
